1st International Conference in Border Area
"Development in Border Area to Achieve the Sustainable Development Goals in the Industrial Revolution Era"
April 14th – 15th 2020

TERMS OF REFERENCE

A.  Foreword
The border area is a manifestation of a country's sovereignty because geospatially, the region is a boundary line with other countries. The border issues often discuss merely defense and security aspects. However, the most crucial matter is its welfare aspect. Hence, when the state needs to maintain its sovereignty, they should understand if the welfare aspect is the main problem.
Some of these welfare problems include Illegal cross-border activities such as human trafficking, people smuggling, drugs, and arising separatist movements. Besides, economic conditions in the border area are left far behind due to the fulfillment of inadequate basic needs for society. Therefore, development is essential to reform the state in the border area. Growth is a necessity that must be done by every nation-state who wants to achieve the desire for the welfare of society.
Development is a process that creates growth, progress, positive change, or the addition known as a process of physical, economic, environmental, social, and demographic components. The primary purpose of development is to fulfill basic needs for humans, such as food, educational opportunities, and health services. To achieve this purpose requires awareness and implementation of measurable and traditional development so that the continuity and sustainability of a better life can make.
Development is also the primary attention internationally, on September 25th - 27th, 2015 was released United Nations Sustainable Development Summit. The conference provided an idea on Sustainable Development Goals (SDGs) for the year 2015-2030. There are 17 provisions on the SDGs, which divides 169 targets and 300 indicators. Furthermore, the plan adopted by world leaders, namely:

  2. Zero Hunger
  3. Good Health and Well-being
  4. Quality Education
  5. Gender Equality
  6. Clean Water and Sanitation
  7. Affordable and Clean Energy
  8. Decent Work and Economic Growth
  9. Industry, Innovation, and Infrastructure
  10. Reducing Inequality
  11. Sustainable Cities and Communities
  12. Responsible Consumption and Production
  13. Climate Action
  14. Life Below Water
  15. Life On Land
  16. Peace, Justice, and Strong Institutions
  17. Partnerships for the Goals

Some of the provisions solve as well as a solution for problems in the border area, as explained before. However, the problem still exists mainly in preparing human resources as the main object of sustainable development where competition is high between individuals, as the border area is one of the entry points. This issue requires in-depth discussions from various disciplines to discover an appropriate solution for development in the border area in the industrial revolution era.

Manuscripts are written in spaces 1.5, Times New Roman font, font size 12, Number of pages 15-20 pages.
The writing contains the title, full name of the author (without title), institution, abstract in English and Indonesian, keywords. The substance of the paper generally contains an introduction, discussion, and closing. Quotes using footnotes.
